One specific action item was instructing the Secretary of State to immediately launch a review of Cuba\u2019s designation as a State Sponsor of Terrorism, and provide a report to the President within six months regarding Cuba\u2019s support for international terrorism.<\/p>\n<p>Within four months of the President&#8217;s announcement, on April 8, 2015 (2 months early!), the Secretary of State finalized their review and recommended that Cuba no longer be designated as a State Sponsor of Terrorism. \u00a0Thereafter, on April 14, the President sent Congress the statutorily required report indicating the Administration\u2019s intent to rescind Cuba\u2019s State Sponsor of Terrorism designation, including the certification that &#8220;Cuba has not provided any support for international terrorism during the previous six-months; and that Cuba has provided assurances that it will not support acts of international terrorism in the future.&#8221; Members of Congress, initially vowing to block the removal of Cuba from the &#8220;terrorism list&#8221; had no legal outlet to voice their opposition, and as of today, the 45-day Congressional pre-notification period has expired. As a result, the Secretary of State has officially made the final decision to rescind Cuba\u2019s designation as a State Sponsor of Terrorism, effective today, May 29, 2015.<\/p>\n<p>The Department of State issued a <a href=\"http:\/\/m.state.gov\/md242986.htm\">Press Statement<\/a>\u00a0today advising that:<\/p>\n<blockquote><p>The rescission of Cuba\u2019s designation as a State Sponsor of Terrorism reflects our assessment that Cuba meets the statutory criteria for rescission. While the United States has significant concerns and disagreements with a wide range of Cuba\u2019s policies and actions, these fall outside the criteria relevant to the rescission of a State Sponsor of Terrorism designation<\/p><\/blockquote>\n<div><span style=\"background-color: white;\">Below are the top 4 impacts I foresee as a result of Cuba being removed from the S<\/span>tate Sponsor of Terrorism List (leaving only Iran, Sudan, and Syria now on the list):<\/div>\n<div><\/div>\n<p><a name=\"more\"><\/a><\/p>\n<ol>\n<li><b><a href=\"http:\/\/www.bloomberg.com\/news\/articles\/2015-05-29\/u-s-takes-cuba-off-terror-list-paving-the-way-for-normal-ties\">Perception<\/a>.<\/b><span style=\"background-color: white;\">\u00a0Now that the stigma of being a \u201cterrorist state\u201d has been removed, businesses and investors will no longer see\u00a0<\/span>Cuba<span style=\"background-color: white;\">\u00a0as an investment risk.<\/span><\/li>\n<li><b><a href=\"http:\/\/www.usatoday.com\/story\/news\/world\/2015\/05\/29\/state-department-cuba-state-sponsors-terrorism\/28148017\/\">Credit<\/a><\/b><span style=\"background-color: white;\">. Although the\u00a0<\/span>US<span style=\"background-color: white;\">\u00a0maintains the embargo with\u00a0<\/span>Cuba\u00a0<span style=\"background-color: white;\">&#8211; which can only be removed by an act of Congress &#8211; international financial institutions, such as the IMF and World Bank, are now accessible to\u00a0<\/span>Cuba and more banking institutions are likely to join <a href=\"http:\/\/www.cnbc.com\/id\/102650327\">Stonegate<\/a>\u00a0in providing banking options to Cuba and U.S. travelers (who can now legally use their debit and credit cards while in Cuba (for one of the <a href=\"https:\/\/diaztradelaw.com\/revised-cuba-regulations-officially-released-2\/\">12 general license purposes<\/a>))<span style=\"background-color: white;\">.<\/span><\/li>\n<li><b><a href=\"http:\/\/www.nytimes.com\/2015\/05\/30\/us\/us-removes-cuba-from-state-terrorism-list.html\">Diplomacy<\/a><\/b><span style=\"background-color: white;\">. One of the largest barriers preventing diplomacy between the <\/span>US<span style=\"background-color: white;\"> and <\/span>Cuba<span style=\"background-color: white;\">has been dissolved. Current negotiations between both state actors, such as re-opening embassies in each other\u2019s capitals, are now likely to be finalized (word on the street is new announcements will be made within the month).<\/span><\/li>\n<li><b><a href=\"http:\/\/www.bloomberg.com\/news\/articles\/2015-05-29\/u-s-takes-cuba-off-terror-list-paving-the-way-for-normal-ties\">Trade<\/a><\/b><span style=\"background-color: white;\">.
